Indonesia looks to be preparing to reopen the country to foreign tourism (again), but it appears that not everyone will be welcomed after one top minister suggested that backpackers pursue their wanderlust elsewhere.

During his visit to the province on Friday, Coordinating Maritime Affairs and Investment Minister Luhut Pandjaitan hinted at the possibility of a clean slate in the province, with foreign tourists always tightly linked to the country's most popular destination, Bali.

“Everything has been planned.
When are we going to open?
It is dependent on the [origin] country.
Not all countries are ready at the same time, therefore it depends on which country and when we are ready.
I believe that is doable in Level 2 of the Enforcement of Restrictions on Public Activities,” Luhut stated, referring to the tiered version of the law (PPKM).

Bali is now classified as Level 4, which has the most stringent restrictions, though the province is expected to be downgraded when the central government announces the weekly extension of PPKM later today.

Any relaunch of foreign tourism would be carefully planned, according to Luhut, who added that the health and mobility tracking app PeduliLindungi will be required at public facilities and tourist attractions.
Indonesia is only interested in “quality visitors,” according to the ministry.

“Tourists who come to visit will be filtered.
We don't want backpackers to visit so that Bali remains clean and the visitors are of high quality,” Luhut explained.
