It could also be some sort of hold harmless clause, customs related, indemnity release, some future obligation on the part of the Thai government, etc. No one is saying right now. The bottom line is that this vaccine is in the US and not here. And the Thai people suffer. Good managers cut through this confusion and make things happen. But nothing happens, just empty promises. More to the point, how many people test positive from Covid, and happen to die of something else within 28 days? I can assure the number is tiny, as about 1 in a million people randomly die every day, from something other than Covid.
