Regardless, it actually really foolish beyond comprehension for anyone to stand in flood waters,.

Risk of injury, infection from cuts and abrasions , being swept of ones feet, parasites( not the human kind) . 

This was posted by the (Un)Education Department?

Perhaps to be renamed Department of Stupidity?

The woman has obviously risen to her level of incompetence, scary that the future education of Thailand is in her hands

She lost her legs.

And later.... the Deputy Minister fought off a dangerous shark which was threatening to attack the Health Minister;

Normal Thai education expert incompetence..... resulting of course in the ongoing incompetence of the majority of  government departments.

Not sure if she has reached the highest level as yet, seeing as how her report card says, could try harder

 

obvious to me that it is photoshopped, look at the the point where the the legs (Supposedly) enter the water clearly her image is pasted onto a photo of floodwater

This is actually very sinister and reeks of 1984. A government ministry is faking photos and releasing them to the media to enhance its image. And, typically for the Thai government, their effort is pathetic and would fool no-one and was probably done by someone's son who knows someone - no skill required, like any government IT effort.

Of course, if you or I did it.... Or dared to post nude photos on a members-only site, then it's off to the courts. Of course, it's a misunderstanding. The misunderstanding being that they thought that they could get away with it.
