It's pretty cultural in Thailand.  Unquestionable adherence to the hierarchy of age or position.  The thing is, it's reinforced by those lower down as not only is it hardwired from a young age, but people are often waiting for their turn.  Almost reciprocal.

Health officials can now warn citizens against breaking laws they are not in charge of enforcing? I'm really scared now ! lol
