It's a legit business, with some of them offering an illegal product.

 

Same as bars selling alcohol, which is legal, but also offering prostitutes, which is illegal.

Legalize it, tax it, win/win for everyone. Allow sex workers to pay into the system and receive benefits other business proprietors have received throughout the pandemic. Owners of clubs supplying bar girls should pay the tax on behalf of the women. Not hard if everyone stops pretending they don't know what's going on.
