Apologies in advance for slightly off topic post, but since you ask! 420/191 is the house number in the Soi/Road/Street. If you drive down almost any Thai Soi you'll see the numbers on the front of the houses. Moo 9 is the sub-sub district if you like, hamlet/village, whatever. It's a sub-district of a Tambon (Nong Prue), which is a sub-district of an Amphur (Banglamung), which is a district in a Jangwat (Chonburi) which is a province. However, the address they give is not very helpful. Soi 15 in Nong Prue could be any one of a hundred sois. They have omitted to give the location of their Soi 15, which, in this case, is the one off Soi Buakhao. So really it's 420/191, Soi Buakhao 15, etc etc. I had to look them up to figure it out on Google maps. So their full postal address, I think, should read 420/191 Soi Buakhao 15 Moo 9 Nong Prue Banglamung Chonburi 20150 In every day usage, Moo 9 and Nong Prue are superfluous. If you know it's Buakhao 15, you'll know where to look.

You said it, why is all I'm asking Completely different question and nothing to do with both threads you refer to. On an aside, I'm starting to consider using an agent @ 14k. The money is no issue, however I see the agent alternative a good option. 800k tied up for retirement extensions is looking like bad opportunity cost. Also requires a no married guy to make will for Thai partner to cover the 800k+ All of which is off topic. If you have personal issue with agent option then peddle it elsewhere. This thread asked for agent advice.

If you qualify for a visa legally, the agents charge maybe 3k to help copy documents and maybe so you spend less time at immigration.
