If I were the OP, I would get a really good mask (and maybe double mask) and gloves, shovels and scrappers and thick garbage bags and clean it myself. Maybe hirte a casual laborer to assist but one you can closely supervise and will follow your instructions. Then install netting, and put an oily substance on the railing.
