There was plenty of talk about protocol in a case like this from the experts including those who trained the Uvalde police. It would take 2/3 of the vote, to pass an Amendment in Congress to change it. Per Article V, the states can force Congress to 'propose' an Amendment, but that has never been successful. The first Judiciary Act, passed in 1789, set the number of Justices at six, one Chief Justice and five Associates. Over the years Congress has passed various acts to change this number, fluctuating from a low of five to a high of ten. Nothing states a Justice can't change his / her mind after appointment. And many have.
