After decades of failed foreign policy, forcing countries to buy their expensive military toys, they finally realized China's foreign policy of actually helping other countries works, and is now a better foreign policy to try.

Why on earth would they want to do this while China is actually doing that already? They made a new road between sihanoukville and PP, they build a deep water port in sihanoukville aside of a in the future likely linked train with laos too.

How about just using all that money for better food, helping the poor, education and healthcare only. With focus on controlling the money flows as much as possible, to not just donate it to crooks along the way.

Roads will come itself if the food, education and healthcare works. The people will then know what to do best.
