You think he was feeding the dogs and riding at the same time ?

 

Don’t you think he was riding to areas where there are stray dogs, then stopping and feeding them ?

How do you know whether he was looking / always looks up or down or left or right.

You don't know.

Therefore It's inappropriate for you to say he's an irresponsible rider.

Maybe he was between locations, are you suggesting for his good health he should get off and push it along?

No I am suggesting for his good health he should have feed the dogs whilst not riding his bike as that is what the article stated he was doing. Anyway too late now, he has learned the hard way.

The article did not state he was ‘feeding the dogs whilst riding’.... You have drawn that assumption.
