Rose infestation. What are these?

I noticed that one of my girlfriend's roses has these weird white things on them. Can't tell  if they are some sort of white lice, a form of fungus, or other infestation.

 

See  photo below.

 

Do any of the gardeners among you know what they are? Also what do we need to do to get rid of them before they infect the  other plants.

 

I tried spraying them with alcohol hand sanitiser, but they did not move. Which I thought they might have done if insects.
