I am not into banking. A bank transfer was made from Switzerland on the 24th Nov to my local Bangkok Bank branch. There is no sign of it so far. Taking the numerous Thai holidays during this period is this normal. If not what is the procedure to trace it? Is this done by the payer or the recipient?

Indeed, go ask your bank to check, if they come up blank then it's down to the sender to check on their end. BTW three weeks is a very very long time to wait for non-receipt of International funds transfer, typically they are done in 24/48 hours, unless there are holidays or weekends in-between..

Ask your swiss bank of proof where it was sent, then you can go to Bangkok Bank with that evidence and they can trace it.

 

With this length of time it's possible you've sent it to a wrong account, should settle in a few days, week maximum

IMO the OP should be asking the Swiss bank, 3 weeks is way too long for any transfer. Possibilities are sent to the wrong account, either by mistake, or deliberately.

First have the sender check with the Swiss bank to confirm sent properly and they can probably confirm that the receiving bank got the funds if that is the case.  With that info correct you can contact Bangkok Bank.
