Intent is most certainly a criminal offense.  Even if you don't kill someone, if they can show you intended to do so, you are charged.

I'll have to take your word on that, but I reckon it would take more than imagining someone had that intent to charge them with a crime, like there were more than 1 person heard them say they were going to do it. Obviously Trump didn't say anything like "I'm going to encourage my followers to break into the Capitol and hang Nancy" in anyone's hearing, else he'd already be charged with a crime.
