Intent is most certainly a criminal offense.  Even if you don't kill someone, if they can show you intended to do so, you are charged.

      Be sure of it.  They have been depending on the Dems to finish him off (Mitch has been heard speaking of it) but they don't have the guts to help -- how many would have liked to vote for the two impea

    I'll have to take your word on that, but I reckon it would take more than imagining someone had that intent to charge them with a crime, like there were more than 1 person heard them say they were going to do it. Obviously Trump didn't say anything like "I'm going to encourage my followers to break into the Capitol and hang Nancy" in anyone's hearing, else he'd already be charged with a crime.
