I guess he wanted to stress "losing". I think the police does a great job. And these entertainment venues that think that they are above the law should be punished harder or even closed. It was the same with the weed stores in Pattaya. They did not care about laws. Pattaya has far too many sex businesses anyway. These businesses are bad enough already even if they comply with laws. 

If the laws and enforcers were worth a tinker's dam they wouldn't have to be out doing their "crackdowns". Bar owners etc would follow the rules in spirit of self preservation. If punishment doesn't change behavior, then it is clearly not punishment

They changed the headline from "xlosing time" to "closing time" ????. It made some sense before too ????
