NONTHABURI: -- Jedsada Inthabun, a young man from Nonthaburi, finds himself in a perplexing legal situation involving his pickup truck.

The truck, which was seized in connection with a drug-related case, has been held for more than a year without a resolution. Surprisingly, Jedsada continues to receive speeding tickets, along with photos of his truck, delivered to his home. This unusual circumstance has attracted media attention and raised questions seeking clarification.

On May 12th, 2023, a news outlet received a complaint from Jedsada Inthabun, a 40-year-old trader, stating that he received a ticket at his residence.

The ticket was issued by a traffic police officer for his white Isuzu pickup truck, which was caught exceeding the speed limit on Highway 32, at Kilometer 45, in Ban Mai Subdistrict, Maha Rat District, Phra Nakhon Si Ayutthaya Province.

The fine amounted to 500 Baht. However, Jedsada's pickup truck had been seized and impounded due to its alleged involvement in a drug-related case.

The truck has been parked at the Region 1 Police Headquarters in Lat Lum Kaeo, Pathum Thani, since 2021. Jedsada had previously visited the Bang Si Mueang Police Station in Nonthaburi to document the incident and provide evidence.

According to Jedsada, he was arrested at his residence by police officers from the Bang Si Mueang Police Station in Nonthaburi Province on October 21st, 2021.

The arrest was made on charges related to drug possession with intent to distribute. The case is still awaiting a court verdict. The police had seized Jedsada's pickup truck, which he had photographed and documented at the police station.

However, on May 4th, 2023, he received a speeding ticket issued on April 21st, 2023, in Phra Nakhon Si Ayutthaya Province.

The ticket included images of his truck that matched the registration details, including the red logo decal. To avoid potential issues, Jedsada had removed the tent brand name located on the lower right corner of the license plate.

The images provided undeniable proof of the truck's condition. Currently, Jedsada has no knowledge of who has been driving the truck since it has been parked at the police station since 2021.

He expressed concerns about potential consequences if an accident were to occur or if the truck were to be involved in criminal activities, as he could be held responsible.

When reporters sought legal opinions from lawyers at the Tanya Kua Jai Law Office in Pak Kret District, Nonthaburi Province, they received clarification from lawyer Ranonrong Kaeopetch, chairman of the Justice Network seeking Social Justice in Society.

He stated that, according to the Land Traffic Act, Jedsada would not be required to pay the fine for the ticket delivered to his home. The law applies to the person controlling or driving the vehicle, and since Jedsada was not driving at the time, he is not obligated to pay the fine.

However, if impounded vehicles are damaged while being used for personal purposes, owners may be liable for compensation based on the court's judgment.

Generally, impounded vehicles should be stored and not used for personal reasons.
