For me, it is a country where minors is protected from abusers, and where kids and young people can grow up in safe environment, without pressure to be used by any authorities, or those who can execute power and influence their future negatively. You should never lay your hands in any way on your students, no matter their age. I teach 12 to 15 year olds at an Islamic school and I cannot for the life of me imagine even touching the girls. I feel bad already if there's any skin-to-skin contact and try to avoid it. Even if I taught 18+ year olds, I'd stay far away. With a minor, it's even worse.
