OP, note you need a Thai bank account in your name only.

Do you have one.

Also need to show funds (800k) came from abroad.

do you have the 800,000 in the bank?
if so just go to immigration and apply for the 90 day non O

If not
contact an agent

The same as what is required to convert a tourist visa as per your other thread (except different application form, TM86 form for tourist visa, TM87 for visa exempt)

I am able to get an income letter from my embassy in bangkok. That will cover the required amount for the retirement. It is accepted?

It should be accepted. Picky officials might have questions about the source of income, but are usually satisfied after a short discussion.

Even with embassy "income letter" immigration may/will require you to show few months (2-3) of transfers prior to application.

I had to get a new visa - cross a border - then things were fine. (it's been a few months).

With income letter, I believe there are no requirements for transfers.

That varies between immigration offices. Some offices can hassle you for all kinds of documentation showing how you support yourself in Thailand.
