I don't see that much will change - other than legalising what already happens - that won't go down too well with the BiB..........they'll have to find a new 'extraction' method. They will just show up at 5am instead of 1am. On that front nothing will change. It's not like the 4am closing time will suddenly be adhered to. If there's money to be made.....
