Are universities open to accepting enrollments in January?

Or when do Thai universities generally study from. In my country March is term 1. 

 

I was looking at studying to get a permanent teachers license, diploma of education. Approved by Krusupa. The university I am looking at said that applications closed in August. So my question is, can I only apply to universities in general at this time? Does that mean the start date was September or something like that? 

 

Any info on this would be appreciated or anything in general about getting a degree for Krusupa

Most universities have their calendar posted somewhere on their website. September is term 1 here, so the new academic year is just starting. The first teaching day of this semester/academic year at Chulalongkorn was yesterday.
