My ignorant opinion means nothing of course, but I don't think that was a corrupt move so much as a colossal blunder and colossal ignorance as to world economics. As I recall India moved in to fill the rice deficit and that's why she was stuck with rice she couldn't sell at the price she planned on.

A servant is definitely true, but decent? What have these goons done for the Thai people lately?
