I understand that most things cost money. Throwing money at a problem, is not the same as spending money to solve a problem, or better, to first spend money to determine what the problem is.
Government programs are typically based on "one stage thinking". For example:
Problem: Childcare is too expensive.
Solution: Give money to subsidize childcare.
Result: Price of childcare goes up.
