Makes one wonder, what was wrong with the 'old' anti corruption bill?

Not getting enough slice of the cake maybe?

Are they going to institute a whistle blowers law and reimbursement (Financial reward)?

The key phrase would be that something will be left to "the discretion of the officer".

If that phrase exists then the law has no meaning.

The government's Cabinet has greenlit a new Anti-Corruption Bill aimed at ramping up efforts to combat corruption.

Good idea, but you'll need a long time to alter/change the minds of the corrupt people, maybe 1 generation or more.
