What would our resident xenophobes say if a brown skinned man had the name "Smith"?

They would attack him for being a Brit ,

Its ridiculous to describe him as Belgian  and an insult to the people of Belgium.  These scumbags should not be referred to as Nationals of the country that has been forced or conned into processing them under some sort of quota system.

They never respect the laws or customs  as as such have no right to present as natives of where ever they have ended up.  They may well have a passport but in the box for "Nationality" it should just  say unknown,  N/A, or immigrant

Turn on the news, a real news channel and see what’s happening in many cities across Europe’s not  xenophobia it’s truth and it’s not good! Just look what’s happening in the Uk right now, maybe you should pull your head out of the sand.

"My passion, GPS from Motorbike"

Police reply "You have Motorbike"

This is Thailand and he's obviously guilty of something, overstaying for starters, That was not a crime scene it was his rented room, How much privacy would you afford him if you had been one of his victims.

I don't consider myself a xenophobe, but if a brown-skinned man had the name Smith, I'd think he had the most common surname in the English-speaking countries.  What's odd about that?

A nice 1 year stint in a thai prison, and a lifetime ban from Thailand I think would be fair if he did these crimes. That said, I seriously doubt the passport is real

Maybe belgian would prefer him to stay in Thailand ?

That is correct, many foreigners with Dutch passports have the same appearance, and are generally referred to as 'youths', to exclude racism.
