can i keep 400k thb in my thai bank account and apply for the non immigration visa when i return to thailand 3-4  months later ?

If your "own country" issues visas through the e-visa system then you might find it easier and quicker to do it there.

You can do either.

Since you have the Thai bank in place with 400k my pick would be to return to Thailand visa exempt and apply for non O and subsequent 12 month extension at your local immigration office.

Obtaining non O marriage in home country also good option if eVisa
