Upscale Price For Condo/house In Cr Vs Cm?

I'm wondering what the real estate experts here in TV have to say about prices and relative prices between Chiang Rai and Chiang Mai.

I was discussing this with a Thai friend and he claims that Chiang Rai should support Bt 40,000/sq m for upscale, e.g. luxury style housing, whether it's a condo or a 'fancy' mooban.

I disagreed with him, but I would like to get some 'educated' opinions.
