Yes, you can get what you want.

Going forward, there are threats to prohibit anything with get high THC levels, with some kinds of medical games required to access. But it's all speculation until the legislature actually makes a new law.

No you cannot "get it anywhere"  try 7/11  or Big C for example and you will leave empty handed and disappointed.

 You could go to one of the many tourist orientated cannabis outlets but will end up paying a ridiculous price, probably more than it would cost in your home country. 

As to your very specific thc/ cbd  requirements,  prepare to be disappointed one way or the other

CBD is definitely legal and will stay legal because it doesn't contain any THC. 

What's up with Thailand? GOOD QUESTION! With all the visa confusion lately as one example, politicians influenced (?) by the WEF, I say Thailand is now heading for the edge of the cliff and might fall off if there are no clear headed people in charge somewhere that can regain control! Weed is just the top of the iceberg!
