The whole point of building the wall was to keep out migrants. The old wall was keeping out migrants. Trump did not promise to make the wall look prettier, he promised to keep out more migrants. Replacing the wall does nothing to keep out new migrants. The 52 miles does that. The rest does nothing new. You are just being obtuse.
