I don't claim to actually know, but I guess it's because it's about the age that girls might start to menstruate. Marriage there is about having children, so no point in marrying someone too young to get pregnant.

In Saudi 8 children was probably on the low side of offspring.

Girls are apparently maturing earlier now, so while I said I didn't know, I'm guessing that is a factor. What else is there? Do you have a better reason?

 

In any event I doubt a girl not menstruating would be allowed to marry, regardless of the law.
