If you are thinking of buying a Motorcycle without a green book - don't, its likely stollen. 

 

If you already own a Motorcycle and have lost the green book, you can file a police report and get a new one from the DLT.

Yeah can get a "washed" book if you have the right contacts.... not worth it for a scooter though.

IF you are the legal owner of the Motorcycle you can get a new Green Book at the DLT.

 

- A Police Report is needed (to report the loss of the original).

- Having a photo-copy of the original will help.

- You'll also need residence certificates (for re-registering).

In the U.K you can apply for a new one. 

Is this not possible in Thailand?

 

It's possible to get a new green book of you're the legal owner of the bike, which means your name is on the green book...

You need the green book to register owner, pay tax and mandatory insurance. Without green book the scooter is both worthless and illegal. So, don't buy it.
