Thailand's EXPRESSWAY Authority to Enforce Tougher Penalties on Unpaid Tolls

Starting January 1, 2025, Thailand's Expressway Authority (EXAT) will impose stricter penalties for unpaid tolls. If a driver doesn't pay a toll, they could face fines up to ten times the toll fee, capped at 2,000 baht per event.

 

This change stems from the enforcement of the EXAT Act of 2007, Section 63, which aims to reduce toll evasion and ensure compliance.

 

The process begins with a notification to offenders asking for payment of the overdue toll. If payment is not received by the deadline, a notice of infraction will be issued within thirty days. This notice requires payment of the unpaid toll plus an administrative fine, up to ten times the toll fee but not surpassing 2,000 baht per incident.

 

 

Failing to respond leads to an administrative fine within the same limits. Payments can be made at designated areas or the One Stop Service Center at the EXAT Administrative Center, located on Rim Khlong Bang Kapi Road, Huai Khwang, Bangkok. The service center is open weekdays from 8:30 AM to 3:30 PM.

 

For more information, EXAT can be reached at 02 558 9800, extensions 10700 to 10709. Drivers are urged to keep their Easy Pass accounts funded and can contact the 24-hour EXAT Call Center at 1543 for assistance.

They are talking about M-FLOW lanes, which have no barriers.

It is not RFID technology. They use cameras and number plate recognition. With M-Flow you don't have an RFID device in your car.

M-Pass is RFID but that's a different thing altogether and if you have no credit the gates don't open so you can't have unpaid tolls.

No they don't. M-Pass has barriers, M-Flow has none, it's a completely different thing.

M-Flow is in operation (so far) only on the number 9 ring road. It has gantries with cameras and number plate recognition. You set up an account, upload pictures of your car and registration details, and a payment method. At tolls you don't go through a barrier, you just pass under a gantry with no need to slow down and your account gets deducted. 

Where are the barriers?

Maybe read up before you aggressively accuse other people of BS.

So one single M-Flow gate is causing all these problems. What does that tell you about Thais and Thailand...?

Its astonishing - other countries have had such a 'flow toll systems' for decades...   how is this a struggle ?

 

To prevent queues at busy times, all toll booths should be the 'flow system' instead of barriers. 

 

If people don't pay - refuse their tax. If cars are untaxed, confiscate them - of course, easier said than done and it involves actual work. But with todays modern systems, surely the systems can be interlinked.

To be honest I don't understand the article as what they are talking about (a fine of ten times the toll) has been in place since day one. In the early days my wife went through on her car when I hadn't registered it yet (she thought I had). We got a notification to pay with photos of the car passing the toll, went online and paid. Easy. Pretty sure it is all linked to your tax renewal now too, definitely the police traffic fines are - I can attest to this personally as I went to renew my tax and there was a fine I had missed and I had to pay that before they would process my tax.

M-Flow was supposed to be brought in on the 9 first to iron out kinks then go nationwide. Not sure why that hasn't happened yet, but it would make a massive improvement if all toll booths were removed.

Linking to Tax renewal is somewhat of a grey area - they can only legally link to the tax renewal after so many warnings of a unpaid fine.

.. so it is linked, kind of, but they can't withhold your tax documentation (officailly of course - what happens for most of us reality may well be different).

Once again an AN poster cannot understand what was actually reported.   The "could" relates to the level of the fine in conjunction with "up to", not whether or not a fine will be issued.  The issuance of a fine is definite.

No, they cannot be interlinked, that has just been adjudicated in court and is not a "grey area". Vehicle tax applies to vehicles, fines such as these and traffic fines apply to people and the two have to remain separate.   Issuance of car tax can no longer be refused for non-payment of fines.

M81 has them, but there is still a cash option for paying tolls once you get to the exit. The M81 expressway (motorway) won't charge tolls until all toll gates have been completed and then they'll probably grant motorists a chance to use the expressway for free for the first 3-6 months, meaning tolls won't be collected until the second half of the year. Of course M81 is only now open for a trial run over new year, but I suspect it will be open every weekend from now until they formally open it sometime in a few months from now.

A few years ago The Royal Gazette announced that all four lane divided highways in the nation will have speed limits increased to 120 kph, which is a very safe speed under normal conditions. There are still many areas with 90 kph signs posted and those are nothing but money grubbing speed traps.

 

I will refuse to pay those fines until the last day of this lifetime, let them try to come after me.

I'm not sure thats correct LL...  They 'are' interlinked...  the ruling was that they cannot withhold your Tax document even if you have outstanding fines.

 

Thus: when renewing your Tax the DLT can see the fines registered to your car, the DLT will even instruct you to pay the fines. But, they can't use your Tax document as leverage to force you to pay the fines.
