I have a KR150 2 stroke....  why do they allow me to pay road tax each year if it is illegal?

Your location. 

 

Some regions don't allow 2 strokes

I think under 50cc doesn't require a license but not 100% sure.  I know it was true at one time but it may have changed.

Most likely because there are no ownership documents (green book) for the bike. Under 50cc cannot be registered

Minimum legal age is 15yo up to 110cc is what the law states. 
If the bike is going to be ridden in a rural area or if it’s going to be used off road then nobody is going to care unless there’s an injury. Legally, a license and helmet is required to operate a motorcycle in th regardless of the size of the bike.
