Just the ID of Thai people is needed, their address is on it, and the original green book, and of course all the forms are at DLT to fill up and sign...

If seller not coming, then he had to signed all the forms, plus power of attorney form signed, plus copy of his ID...

The easiest thing I found is to go to one of those moto inspection shops, take all docs and copies you have, he checks them and give you all the forms you need to take to DLT, and help fill up or sign..., all for free...! Then can take it to DLT yourself.

For a small fee they take it to DLT as well, but it's so easy I don't want to give my docs to someone else - imagine if anything is lost...! I don't mind queuing a bit and DLT offices all have seats and airconned... 😜

The motorcycle will need to be inspected if its over 5 years old.

I think the bike is needed irrespective of the age, they need to check chasis number and colour etc. for name transfer in the green book.

Bikes over 5 years old must go to inspection center for checkup to renew tax every year, that's another story...

This is one of the more easy things to accomplish in Thailand.
