Typical behavior for Thai. Get as much as possible for an accident. The boy probably agreed to the 4000 and the foreigner left then when he got home his mom saw $$$ possible and scolded the boy for not collecting more.
I had some woman reach out and grab my steering on my motorcycle and pull me off the bike causing her leg to catch on the foot peg. It cost me almost 500,000 baht after the mother got involved. Haha she wanted 2 million from me.
On the opposite side of the fence.. A Thai woman caused an accident with me sending me sprawling and some minor damage to my bike and my body. She fled and even though the police found cctv evidence and knew who the person was that owned the bike. They did nothing and there was no compensation for my injuries or for the damage caused to my bike.
Always best to have that letter, with her phone number so they can call to verify it, as you don't want to go to the airport and be held up. A passport actually is permission for a child to travel, as it's signed by both parents, but when you're dealing with officials that might not know all the ins and outs, it's best to have everything you can. Stamps on his passport help but again. Getting him a Thai passport would be a good idea also.
