You have described very accurately what the Russian leader is doing. Putin is not going to use nuclear weapons. He is going to scare people using the media, but not only. Yes, they did build tens of thousands of fallout shelters in New York - back in the 1960's. 

 

As the article below points out, they have not been maintained since funding for them was stopped in 1970 and most are probably no longer fit for purpose (if they ever really were).
