Dear Lord, Can they make things anymore difficult here? Thai DL does not have my address the front with my name shown. Tried sending it in for ID to open Brokerage, they laughed at me.

I was told the "residence certificate" we get from immigration (for instance in order to extend a driving licence) was not really a "proof of address". It was more a document that certified we were living in TH legally.

 

I once saw a real proof of address issued to an expat. Very different from the above "certificate of residence". Someone from Thai city hall came to his home to confirm he was living there. I think you need a tabian ban for someone from Thai city hall to agree to come to your home and check.

 

If language is the sole problem, getting a certified translation should be easy.

What you call "proof of address"  can be a puny letter from the hotel you are staying in. It can even not be a letter,  just a computer print out from the hotel's list of guests will suffice in Thailand. Or it can be a TM 30 from your landlord. 

 

In order to open a bank account in most countries you will need a certificate from town hall or a utility bill. You don't get a utility bill on your name unless you live somewhere long time.

 

Again, it depends on what you choose to call "proof of address".  If your foreign bank is satisfied with a "certificate of residence" from IO, by all means go for it!

The hotel does not send a certificate to immigration. They notify immigration of the foreigner's arrival at the hotel.
