He had accomplices in accumulating his wealth and cars from bonuses paid to him for "finding" illegally imported cars and drug seizures and shakedowns of drug runners. He kept his mouth shut in exchange for a prison sentence rather than the death penalty. Perhaps someone was worried about him opening his mouth to get a reduction or release. They called him Joe Ferrari on the outside and Joe the Director on the inside, so he had some pull while in prison.

Or maybe his agreement to spill the beans, hence the 'suicide'.
