No it does not reflect any such thing. The only thing it reflects is the Thai males belief that they are much higher than the women and that they can do what they wish at any time. No regulations will ever solve that problem. The roots are deeply cemented in the difference of value between men and women in the Thai culture and society.

Seems perfectly ok to me. He apologised, said he'd pay any fine, and reiterated that under Thai law he can take action against her. Case closed as Clouseau would say.
