Most nationalities get v exempt...why would they boder to do so ...waste of time ...like passangers can not properly take care of their business and yes i know frequently airlines have to take care of return flight of those being stranded at inmigration andbthat why they try to avoid it ...

Your post makes almost zero sense. 

The guy you quoted was stating that if flying from places in his example Saigon, that the airline almost certainly will ask for proof of onward flight. 

This is done by the airline at departure. Not immigration. 

 

BTW it's not the return flight that's of concern to the airline it's the fine.

No you do not. You are just guaranteed a visa waiver stamp.

I understood it that way .. my english skills not good enough   it seems , honestly i am not making it up i really cant remember being asked about onward flight but couple of those times destination was KL wich has not so many inmigration halt issues...
