Based on the CCTV pics it shouldn't be hard to track him down and issue the fine. If they can't locate him on the ground IM can hand him over to police who can hold long enough for the IM to charge him for overstay

I've seen children do this all my life on their bicycles and young adults (and oldsters recalling their long lost youth, doing wheelies. 

 

A kind or a stern warning from the police is appropriate.
