In a significant move, Senator Erwin Tulfo, the Philippine Senate’s Games and Amusements Committee Chair, announced plans to hold public hearings next week on the impact of online gambling. This follows growing concerns about its adverse effects on Filipino society, including minors.

 

During a briefing, Tulfo expressed his commitment to gathering insights from key stakeholders such as the Philippine Amusement and Gaming Corporation (PAGCOR), the Department of Finance, and other government bodies. He aims to convince his committee to push for a complete ban on online gambling, which he views as detrimental to families and young people.

 

"Yes, we will do that," Tulfo stated, emphasising his belief in securing unanimous support for an outright ban. However, PAGCOR and DOF prefer tighter regulations rather than a total prohibition, highlighting the substantial revenue generated from the sector.

 

Tulfo criticised this regulatory approach, arguing it could drive illegal operations underground, similar to the problems previously seen with offshore gaming operators. He stressed the importance of enforcement but questioned the effectiveness of current law enforcement in completely eradicating illegal activities.

 

"Our law enforcement is not effective. The police arrest them, but they're back in no time," he noted, highlighting challenges in implementing a full ban.

 

Despite these hurdles, Tulfo maintains that gambling should be restricted to physical casinos where IDs can be thoroughly checked. While PAGCOR asserts that legitimate online platforms also mandate ID verification, it points to unlicensed operators targeting young Filipinos as a primary issue.

 

To gain a comprehensive understanding, Tulfo plans to invite representatives from youth, parent, school, and church groups to participate in the hearings. If a total ban proves unfeasible due to financial necessities, he believes a detailed study is essential.

 

In the ongoing debate, the Senate has seen numerous bills advocating for varying levels of regulation or complete prohibition of online gambling. The social costs, according to many senators, far outweigh any financial benefits. Senate President Migz Zubiri has been vocal in advocating for a ban, with support from several colleagues.

 

Senator Joel Villanueva’s Senate Bill 47, known as the Anti-Online Gambling Act, is now among the Senate's top priorities, reflecting the urgency and importance of addressing this issue.

 

This push marks a pivotal moment in the Philippines, as lawmakers balance the economic benefits of online gambling against its potential social harms, keeping the wellbeing of their citizens in the forefront.
