New Tax Overhaul May Sideline Expats from Welfare Perks

Thailand plans to introduce a negative income tax system by 2027, replacing broad subsidies with targeted direct payments to those under certain income thresholds who file tax returns. All residents—including foreigners residing in Thailand over 180 days annually—will be required to submit annual tax forms to qualify, potentially excluding non‑filers from government aid entirely. While aimed at reducing inequality, the lack of clarity on whether expats will be eligible for benefits has sparked concern within the foreign community. The Finance Ministry is building a comprehensive data system to better manage and distribute welfare, but uncertainty remains.

Why would/should expats qualify for any benefits?

And if you feel you don't want or qualify for any benefits, then you don't have to file a return????
