The incentive or rather the disincentives were the extended detention periods, forced to sleep on the floor and denied food and ice for medication, All this while the her case is still in process and she report to the immigration every 6 months, worked and pay her tax. You are overlooking the big elephant in the room in the form of ICE and their arbitary enforcement of their version of deportation.

District judge drank at the bar I tended ... for free of course.  And district DA, lived about 100 meter up the avenue from me.
