The date on the article you cited is Nov. 1, 2024, and refers to statements by Netanyahu in October and November 2023.  It's not something he said recently.

 

The kingdom of Amalek, a Biblical enemy of the Israelites, had made a devastating surprise attack on the Israelites during the exodus out of Egypt.  Netanyahu amonished Israeli sodiers to remember what the Amalekites had done to the Israelites.  He cited the Biblical verse corresponding to Deuteronomy 25:17 in the Christian Bible:  "Remember what Amalek did to you on your journey, after you left Egypt—"

 

A later verse says,  "...you shall blot out the memory of Amalek from under heaven. Do not forget!"  It's this later verse that Netanyahu didn't quote which is linked to genocide in the minds of some criticss.  "Netanyahu responded that 'the comparison to Amalek has been used throughout the ages to designate those who seek to eradicate the Jewish people, most recently the Nazis,' pointing out that the Hague’s own memorial for Dutch Jews killed in the Holocaust quotes the verse."
