Sometimes it's a foreigner, sometimes it's an Israeli, or Russian or some undisclosed country?

It is less likely to be a Russian or an Israeli than it is to be a western European.

Aside from the fact that Israelis do not frequent Pattaya as much as other destinations, the age demographics suggest  some other nationality.

The frequency of incidents involving Russians and Israelis is lower than that of westerners. Again, it is a reflection of the visitor demographics.  One may have the impression that the Russians and Israelis are out of control, but that's not reflected in the data. The media that targets English language speaking foreigners emphasizes Russians and Israelis because that is what interests their market. Follow the crime data releases and a different characteristic is observed.
