Oxfam GB’s chief executive, Dr. Halima Begum, has been forced to step down after an independent review found “serious issues” with her conduct and decision-making, prompting the charity’s board to declare her position untenable. The departure has immediate implications for staff morale and donor confidence at one of the UK’s largest humanitarian organisations. 

 

The board of trustees commissioned legal firm Howlett Brown to investigate concerns raised about Begum’s leadership between November and December 2025. The review drew on testimony from 32 current and former employees and documentary evidence, identifying alleged breaches of organisational processes and values, and inappropriate interference in safeguarding and integrity investigations. Around 70 staff members had signed a letter calling for an inquiry into her conduct, and several employees reportedly resigned after falling out with her. 

 

The review’s findings and Begum’s exit have sparked internal and public debate about charity governance and leadership standards. Oxfam’s acting co-chairs, Nana Afadzinu and Dame Annie Hudson, emphasised efforts to provide stability for staff and rebuild confidence within the organisation. Jan Oldfield, Oxfam’s chief supporter officer, is expected to take on the role of acting chief executive as the organisation works to implement recommendations from the review and restore donor and public trust.
