DSI Arrests Chinese National Over Thai Nominee Companies

Authorities have arrested a Chinese national at Suvarnabhumi Airport in a coordinated operation targeting alleged illegal business activities involving Thai nominee structures. The Department of Special Investigation (DSI), working with Suvarnabhumi Immigration officers, detained Mr Luo at about 2:45 a.m. on Sunday, January 25, 2026. The arrest was carried out under a Criminal Court warrant and led to his immediate transfer to DSI custody for further legal proceedings.

Mr Luo is wanted under Criminal Court arrest warrant No. 6412/2568 dated November 3, 2025. He is accused of jointly operating a business as a foreigner without permission and conspiring as a foreigner to allow Thai nationals to provide assistance and support in violation of the law. He also faces allegations of acting as a company director with knowledge of, and consent to, unlawful actions, or failing to prevent them, under the Foreign Business Act B.E. 2542 (1999) and the Thai Criminal Code.

The alleged offences relate to two companies, Yongyu Wood Industry Co., Ltd. and Yufeng Trading Co., Ltd. Investigators say both companies operate plywood processing and wood product manufacturing businesses in Chonburi Province. The case is registered as Special Case No. 48/2566 under the Security Crimes Division.

According to DSI investigators, Mr Luo hired Thai nationals to act as company directors and shareholders on his behalf. These individuals are alleged to have served as nominees, enabling a foreign national to control business operations in restricted sectors. Such arrangements are prohibited under Thai law without proper authorisation.

The arrest took place inside Suvarnabhumi Airport in Samut Prakan Province as Mr Luo was located by surveillance teams. Arresting officers informed him of the charges and his legal rights under the Criminal Procedure Code.

The operation followed directives from Pol. Maj. Yutthana Phraedam, Director-General of the Department of Special Investigation, and Pol. Maj. Chatupol Bongkochmas, Deputy Director-General. The Surveillance and Intelligence Centre, which reports directly to DSI leadership, was instructed to deploy teams to track down suspects evading justice. The aim was to ensure suspects are brought into the legal process without delay.

Following the arrest, Mr Luo was handed over to the responsible DSI investigators. Authorities will now proceed with formal questioning and legal steps under the special case framework. Further action will depend on the outcome of the investigation and subsequent judicial proceedings.
