Former Deputy Speaker Romero, instrumental in the PAF modernization efforts, including the acquisition of C-130J aircraft, played a central role. Romero also holds roles as Wing Commander of TOWR–Northern Luzon and chairs the ARRAPI, emphasizing his longstanding commitment to air defense and reserve capabilities.

During discussions, Lt. Gen. Healy presented Romero with his personal US-AFRC Commander’s badge, symbolizing a strong partnership based on mutual respect and shared objectives. The dialogue stressed the importance of strengthening reserve readiness and developing enduring cooperation between the US and Philippine reserve components.
