What you're describing would usually be U.S. citizens and residents with dual nationality.

Nothing is automatic. That's a myth. There is a process.

There is also an official agency that helps potential migrants intelligently plan for their move and in effect screens out lots of people who are poor candidates. A significant percentage fail even though early time benefits are available such as free intensive Hebrew language courses.

It applies to people who can prove they are a Jewish person, their spouses, and children (Jews or not) and also same sex spouses (which is cool considering there is no same sex marriage in Israel). There is no need to practice Judaism. Having a Jewish mother that you can prove is the easiest way. You can be an atheist but you're not eligible for this path if you practice another religion.

As detailed before an educated guestimate is that less than FIVE percent of American Jews have obtained an Israeli passport. That's a lot of people but nowhere near the Jew hating liars saying most American Jews have done that.
