First off the contract should not have a no bid contractor no due diligence was conducted into the contractor can he do the job ect !!

Second the product stipulated in the contract from the government is the wrong product for this application the product is called pipeline 5000 which is a spray on polyurea-polyurethane hybrid coating, you cannot cut it with a knife News flash: it’s impossible. the product is light sensitive, it de-laminates ,these coatings are very climate-sensitive. If done in direct sunlight, it could cause the product to cure too quickly and not adhere to the concrete. Also, if the concrete was not properly prepared at the time and not Shot blasted down properly, the coating would not be able to soak in. Additionally, moisture could have been in the ground at the time of application.

Third the coating used does not like Oxidizer, hydrogen peroxide is an Oxidizer so pouring into the pool does not help

Fourth the timeline was unrealistic normally several layers need to be applied and can take weeks

You can compare the products they used to is an epoxy floor in garage or commercial floor. If you know what I’m talking about then you’d understand that it is physically impossible to make it peel unless it was installed improperly.or the wrong coating chosen

If a proffesional coating contractor was doing the job he would have pointed out this was the incorrect product for this application !
