BB set me up 8 years ago and incuded ATM / Mobile Banking. The officer at the time arranged this for me.

I was aware The NY office SSA transfers were intended to be ONLY deposit fuction.

A year back BB told me I no longer had the ATM / Mobile Banking feature So they just had me add a second account to perform in-bank transfer from the Deposit account to the new spend ATM / Mobile Banking account.

I have my SS direct deposited into BB. The account it is deposited into does not have an ATM card. If I remember correctly, you cannot get an ATM for a SS DD account, but I am not certain. I am able to login online and transfer money from that account into my KBank account, which I use for daily transactions. I like this separation.

If I had to guess, the no ATM feature of the direct deposit of SS into BB is a creature of BB or perhaps a remnant of some prior Social Security directive. Since the current instructions contain no such limitations, I'm not sure why there couldn't be an ATM card. It looks to me just like any other direct deposit.

Anyway, it's probably a good idea never to assume that anything the US government does makes any partcular degree of sense.

Oviously the enforcement of reciptiants having to show up at the BB is fraud security

Sure. Once upon a time, I think, recipients had to pick up their green checks in person at the US Embassy. That's no longer the case for Thailand, and, if the current Social Security Direct Deposit instructions are accurate, it's no longer the case for Thailand.
